Eligible businesses must have employees working in Canada, and if operating in Quebec, they must also have a Quebec business number (NEQ). The grant aims to help companies upskill their workforce and ensure that employees are well-prepared to take on new challenges as AI continues to evolve.

The program excludes departments or agencies of the municipal, provincial, or federal government, political parties or associations, and companies that have been interrupted due to labor disputes such as strikes or lockouts. Additionally, businesses with unresolved government debts are not eligible unless they are compliant with a repayment agreement.
